The Diamond Exchange and Export Center
The diamond and export center was established by the South African diamond and precious metals regulator in terms of section 59(b) of the second diamond second amendment act, act 30 of 2005 to facilitate the buying, selling, importing and exporting of diamonds matters therewith.
- To provide opportunities for local and international diamond trade in South Africa by making diamonds available to the industry.
- To ensure that trading between parties is in accordance with the provision of the Diamond Act.
- To facilitate the buying, selling, exporting and importing of diamonds in the republic.
- Create and facilitate diamond tenders to local and international Stakeholders.
- The DEEC plays a very important role in the diamond industry, by ensuring that the entire process of tendering is handled with integrity and strictly in accordance with the legislation.
Valid license holders issued by SADPMR:
- Diamond dealers
- Dealers
- Beneficiates and
- Permit holders
- Valid license holders
- Sars exporters code
- Registered for export levy SARS
- Packaging must be sealed
- Valid Kimberly process certificate
- Endorsed export documents (invoice, SAD 500, KP certificate, Parcel Submission Receipt)
- Valid license is required for Synthetic diamonds
- No license is required for Polished diamonds
- SARS exporters code

TENDER SECTION
- Clients submit their goods at the DEEC for tendering.
- The tender is created on the system by the administrator.
- Tenders run for a minimum of 4 working days.
- There are rooms allocated for both viewing and bidding available rough diamond tenders.
- Clients need to pre-book on the tender booking app, choose which day is convenient for them and must come on that specific day.
- When the client arrives for viewing, he/she must produce a valid license and authorize rep.
- After viewing the client can now place bids on the parcel of interest
- Parcel is won by the highest bidder.
EXPORT CENTER
- Processing diamond imports and exports.
- Registering officers are responsible for the verification and endorsement of imports and exports.
- The DEEC works closely with Diamond Valuators (DV).
DIAMOND VALUATION
The division was created through Act of Parliament to ensure that diamonds are traded at Fair Market Value (FMV). The Government Diamond Valuator is appointed under Section 5(1)(c) Diamonds Amendments Act, 2005 which states that ‘the Regulator shall appoint a person who has expertise in market prices in respect of diamonds as a government diamond valuator’.
Diamond Valuators ensure that all diamonds traded at the DEEC are priced fairly and also assist State Diamond Trader to access diamonds at Fair Market Value.
